Aha! I see a second Great Blue Heron not far from Billy!
Having befriended other Great Blues, I know they prefer to be solitary foragers. So you will forgive my presumption that this more active bird might be Wilhelmina — Willi to her friends— mate to Billy.
Judging from her active appetite, not to mention the spring season, I also guess she may be breeding, or perhaps even about to lay! This means, come September, I may find more little fishers in the vicinity. Let me hope!
